Readiness reporting guidance for FY26 rotational deployments

Purpose. This memorandum establishes readiness reporting standards for units identified for rotational deployment to the European theater during fiscal year 2026, and supersedes the interim guidance issued 14 August 2025.
Applicability. This guidance applies to all FORSCOM major subordinate commands and to reporting units identified in the FY26 rotational force pool. Units not identified in that pool continue to report under existing procedures without change.
Effective date. This guidance is effective upon receipt and remains in effect through 30 September 2026 unless rescinded or superseded.

Elaine, following up on the staff call. The analysis cell position is that the substitution threshold as drafted will produce reporting artifacts in the first quarter, because the baseline was drawn from FY24 rotation data and the equipment sets have turned over since.
My recommendation is that we hold the threshold change and revisit after the first quarter submissions are in.(b)(5) I understand that puts us out of step with the HQDA execution order timeline, and I am not the approval authority for that decision.
Happy to build the read-ahead if G-3/5/7 wants to take it forward.
